I think you can see after reading through the report that there is a clear pattern of abuse by J.P. during his tenure at Mont. Co (blatant repeat scenarios from Union Co.).

My opinion the MoCo school board past and present let the taxpayers down. The last paragraph on page 9 which continues to page10 gives a very good picture of Josh Powell's financial decision making at Union County, upon taking the superintendent job he cancels a contract with Rutherford Learning group. Which cost Union County $33,000 of $50,000 they received of taxpayers money from KDE, the plan had been implemented before Powell came to Union County so why would anyone with good financial management skills do something like this? This is only one example why the past and present school board members who hired Powell, which incidentally they claimed to have read the OEA report should have thought about before hiring Powell. It could have saved taxpayers a lot of money not to mention the disruption of the school system which has affected everyone from teachers,staff to students.

Then there's Powell's salary according to his contract," he is making a salary of $140,000 a year with a $10,000 one-time relocation allowance for moving from Union County to Montgomery. Powell will have an allowance of $250 per month for technology reimbursement, in consideration of cell phone service, computer equipment and access in addition to the normal computer equipment provided. Powell’s contract also states that he will be reimbursed for personal expenses incidental to travel with an itemized statement of proof. The board will provide, according to the contract, an allowance of $650 per month. An annuity of $5,000 per year of service is also included in the contract, along with 20 days of paid annual leave, whereas the superintendent may accumulate to a maximum of 60 days. Freeman’s contract did not outline an annuity payment. Freeman told the Advocate he gave up his life insurance plan, which was becoming expensive, in exchange for 10 days of paid leave time, which did not accumulate or roll-over. Why does a man need three secretaries? Why isn't the board attorney good enough for Powell's legal needs? I heard his had his office remodeled & floor replaced three times, purchased a stainless fridge filled with Perrier water. Mary Lou said the office was shoddy work from previous administration. My question if its all about the children why take money to remodel an office no matter how bad? I understand if the floor is falling in but three floors not satisfying his tastes? I understand repairing a leaky roof. Why buy a full size fridge when you can have a mini fridge lot cheaper. Sounds like someone has been spending taxpayer money like a drunken sailor. If I have offended anyone, I am sorry. It's just my opinion the children needs aren't being put first. Dr.Freeman was by far more conservative spending & ask for half as much as Powell requested. Lisa Stone's job was created by Powell in Union county & then he brought her with him to MOCO. How can Powell's proponents claim he isn't the good ole boy system? Is it no wonder the state auditor is investigating!

On the top of page 4 it states OEA came to Union County in February and June 2009, Powell responded to the OEA through his attorney. I presume the attorney is Michael Owsley, in Bowling Green, the personal attorney Powell keeps on retainer at taxpayers expense. A poster stated Powell's attorney fees alone cost Union County somewhere between $60,000 or more. What has he cost MoCo in personal attorney fees? Do we know he's using this attorney for school business or his personal problems there's been the EPO, the ongoing investigation in Frankfort of the Powell's concerning the EPO. Do we really know everything Powell might have needed an attorney for? Remember taxpayers are still paying for the schoolboard attorney in addition to Powell's personal attorney.
